Managed Care and the Quality of Health Care: A Misguided Debate?

Abstract

The growth of managed care has prompted numerous questions about its impact on the quality of health care and has led to regulations that aim to address the problem of an adverse impact on quality induced by managed care. The paper addresses some issues in relation to that debate and proposes methods to improve regulations and policy deliberations. This comment places the paper in the debate and argues that this debate about the impact of quality of managed care has been misguided in the sense that the regulations proposed to help raise the quality of care mainly has adverse effects on the patients it proposes to help. It is argued that the delivery of low-quality health care is efficient and "patient bill of rights" regulations will hurt the poor. Copyright 2001 by the University of Chicago.
