L'Impact De La Politique Euro-Méditerranéenne Sur Les Échanges Ue-Maroc : Application D'Un Indicateur De Performance A L'Exportation

Abstract

Over the past ten years, the EU commercial policy concerning EUMorocco trade has been confronted to new developments, notably the adaptation agreements, the free trade arrangements with Mediterranean countries, and the GATT Marrakech Agreement (1994). The purpose of this study is to assess the impact of these new developments on EU-Morocco trade. We will first analyze recent changes in Moroccan trade flows and specialization vis-à-vis the EU. The link with the new agreements will then be established, through the calculation of an index of export performance. We conclude that the EU preferential policy visà- vis Morocco had positive effects on Morocco's exports to the EU, but Eastern European countries agreements, as well as the implementation of the GATT 94, seem to have limited this impact, especially concerning clothing and agricultural products.
