Abstract

L'Accord de Cotonou, signé en juin 2000, succède à la Convention de Lomé, dont le bilan est au mieux mitigé ; en particulier les pays ACP sont pour la plupart de plus en plus marginalisés dans l'économie mondiale et leur spécialisation productive reste très défavorable (dans des produits primaires à faible valeur ajoutée et dont la demande est peu dynamique). Le bénéfice attendu de cet accord, à court, moyen et long terme, est très incertain. En particulier il retire aux pays signataires toute liberté en matière de politiques commerciale et industrielle. L'existence de nombreuses imperfections de marché pourrait se traduire par une domination dès lors irréversible des pays non-industrialisés par les pays industriellement avancés, en piégeant les premiers dans une spécialisation involutive.
