Abstract

Ushbu tezisda global iqlim o‘zgarishi, cho‘llanish va suv resurslari tanqisligi kuchayibborayotgan sharoitda O‘zbekiston Respublikasi o‘rmon fondi imkoniyatlaridan oqilona foydalanish hamdamintaqaviy ekologik barqarorlikni ta’minlashda parlament nazoratini takomillashtirish masalalari kompleks tahlilqilingan. Tadqiqotda arid va yarim arid hududlarda ihota o‘rmonlarini barpo etish, o‘rmon bioxilma-xilligini tiklashhamda iqlim o‘zgarishiga moslashishning ilmiy-amaliy va agrotexnologik yechimlari davlat ekologik siyosatihamda «Yashil makon» umummilliy loyihasi bilan uzviy bog‘liqlikda o‘rganilgan.Shuningdek, O‘zbekiston Respublikasining «O‘rmon to‘g‘risida»gi Qonuni [2], yangi tahrirdagi O‘zbekistonRespublikasi Konstitutsiyasining ekologik huquqlarga oid normalari [8] hamda BMTning Barqaror rivojlanishmaqsadlari doirasidagi 13- va 15-maqsadlar ijrosini ta’minlashda Oliy Majlis Qonunchilik palatasining huquqiyva institutsional rolini kuchaytirishga qaratilgan ilmiy-amaliy takliflar ishlab chiqilgan. Tadqiqot natijalari o‘rmonfondi yerlaridan oqilona foydalanish, yashil hududlarni kengaytirish, ekologik qonunchilikni takomillashtirishhamda parlament nazorati samaradorligini oshirishga xizmat qiladi.
