Исламский Банкинг В Узбекистане: Текущее Состояние И Перспективы Развития

Abstract

В статье исследуется текущее состояние и перспективы развития исламского банкинга вРеспублике Узбекистан после принятия в 2026 году Закона № ЗРУ-1126, регулирующего финансовые услуги,соответствующие принципам исламского финансирования. На основе анализа нормативно-правовой базы,отчётов международных организаций и данных Центрального банка Республики Узбекистан выявлены ключевыедрайверы внедрения исламских финансов: высокая доля населения, не пользующегося банковскими услугамипо религиозным причинам, потенциал привлечения инвестиций (целевой ориентир — 1 млрд долларов СШАк 2030 году) и задача вовлечения средств в официальный финансовый оборот. В статье систематизированышесть исламских финансовых инструментов, признанных законодательством Узбекистана (Мурабаха, Мудараба,Мушарака, Вакала, Салам, Иджара), представлена трёхуровневая институциональная модель регулирования.Особое внимание уделено проблемам, сдерживающим развитие сектора: дефицит квалифицированных кадров,необходимость разработки подзаконных актов и низкая осведомлённость населения. В заключении предложеныпрактические рекомендации для Центрального банка, коммерческих банков и университетов.
