Abstract

Mazkur maqolada yo‘l xo‘jaligi sohasini moliyalashtirish va yo‘l aktivlarini boshqarishning xalqarotajribasi tahlil qilingan. Xususan, davlat byudjeti, maxsus yo‘l jamg‘armalari (Road Fund), davlat-xususiy sheriklik (PPP),pullik avtomobil yo‘llari (Toll Roads) kabi moliyalashtirish mexanizmlari hamda ularning iqtisodiy samaradorligi yoritilgan.Shuningdek, AQSH, Germaniya, Yaponiya, Avstraliya va Buyuk Britaniya tajribasi asosida yo‘l aktivlarini boshqarishningzamonaviy usullari, jumladan, hayot sikli qiymati tahlili (Life Cycle Cost Analysis), ISO 55000 aktivlarni boshqarish standarti,GIS, BIM, IoT, raqamli egizak (Digital Twin) va sun’iy intellekt texnologiyalaridan foydalanish imkoniyatlari o‘rganilgan. Shubilan birga, O‘zbekiston Respublikasida 2017–2021 yillarda yo‘l xo‘jaligi sohasida amalga oshirilgan institutsional islohotlar,jumladan, Avtomobil yo‘llari davlat qo‘mitasining tashkil etilishi, ichki yo‘llarni rivojlantirish davlat dasturlari, tender tiziminingjoriy etilishi, «Yo‘lqurilish» AJ faoliyati hamda sohaga yo‘naltirilgan moliyaviy resurslar hajmining o‘sishi tahlil qilingan.Tadqiqot natijalari asosida O‘zbekistonda yo‘l infratuzilmasini moliyalashtirish va yo‘l aktivlarini boshqarish tizimini xalqarostandartlar asosida takomillashtirishga doir amaliy tavsiyalar ishlab chiqilgan.
