O‘Zbekiston Oliy Ta’Lim Tizimida Xalqarolashishning Asosiy Xususiyatlari

Abstract

Ushbu maqolada O‘zbekiston oliy ta’lim tizimida xalqarolashish jarayonining asosiyxususiyatlari tahlil qilinadi. Muallif me’yoriy hujjatlar, rasmiy statistik ma’lumotlar va o‘z so‘rovnomasi natijalariasosida jarayonning oltita yetakchi xususiyatini ajratadi: jadal miqdoriy o‘sish, davlat tomonidan boshqariladiganyuqoridan-pastga model, xalqaro filiallar sonining jadal ortishi, reytinglarda ishtirokning rag‘batlantiruvchi roli,tashkiliy jihatdan xilma-xillik hamda xalqaro moliyalashtirishning strategik maqsadlar bilan yetarli darajadatizimli bog‘lanmaganligi. Qiyosiy va PEST-tahlil O‘zbekistonda institutsional-huquqiy va texnologik sharoitlarnisbatan qulay, iqtisodiy hamda inson kapitali bilan bog‘liq omillar esa yanada takomillashtirishni talab qilishiniko‘rsatadi. Muallif miqdoriy o‘sish sifat jihatidan chuqurlashuv bilan to‘liq muvozanatlashmaganini asoslaydiva jarayonni chuqurlashtirish uchun institutsional chora-tadbirlar taklif etadi. Natijalar O‘zbekiston oliy ta’limtizimining Markaziy Osiyoda transmilliy ta’lim markazi sifatida shakllanish imkoniyatlari kengayib borayotganiniko‘rsatadi.
