Abstract

Davlat boshqaruvi sifatini oshirishda xorijiy tajribalardan foydalanishning nazariymetodologikasoslari hamda amaliy samaradorligi tahlil qilingan. Tadqiqot “Yangi davlat boshqaruvi” (NewPublic Management – NPM) konsepsiyasi va “siyosat transferi” (policy transfer) nazariyalariga asoslanadi.Singapur, Finlyandiya, Estoniya va Janubiy Koreyaning davlat boshqaruvi sohasidagi islohotlar tajribasio‘rganilib, ularning muvaffaqiyatini ta’minlagan asosiy omillar aniqlangan. Shuningdek, OECDning 2024-yilgima’lumotlari asosida O‘zbekistonda amalga oshirilayotgan davlat boshqaruvi islohotlarida xorijiy tajribalardanfoydalanish yo‘nalishlari hamda ularning samaradorlik mezonlari yoritilgan. Xorijiy tajribalarni to‘g‘ridan-to‘g‘riko‘chirish emas, balki ularning muhim elementlarini milliy turmush tarzi, ijtimoiy sharoit, milliy mentalitet vainstitutsional imkoniyatlar bilan uyg‘unlashtirgan holda qo‘llash zarurligi asoslab berilgan.
