Анализ Состояния И Тенденций Развития Системы Показателей Эффективности Управления Человеческими Ресурсами В Узбекистане

Abstract

На основе официальной статистики за 2010–2025 годы и результатов авторского опроса (n = 1 600)проведён анализ состояния и тенденций развития системы показателей эффективности управления человеческимиресурсами (УЧР) в Узбекистане. Выявлены четыре ключевые тенденции: устойчивый, но неравномерныйрост заработной платы; снижение доли неформальной занятости с 65 % до 38 %; стабилизация темпов ростапроизводительности труда на уровне 3,5–4,3 %; а также институциональное укрепление защиты трудовых прав.Установлено, что межотраслевой разрыв в оплате труда (четырёхкратная разница между банковским сектороми сферой образования) выступает структурным фактором текучести кадров, что подтверждается показателяминестабильности персонала на обследованных предприятиях (19,7–28,4 %). Обоснована необходимость переходаот традиционных макроэкономических показателей к интегральной оценке вклада работника на основе индексасоздания ценности (EVCI)
