O‘Zbekiston Sog‘Liqni Saqlash Tizimini Raqamlashtirishga Yo‘Naltirilgan Investitsiyalarning Xarajat-Foyda Tahlili

Abstract

Mazkur maqolada O‘zbekiston sog‘liqni saqlash tizimini raqamlashtirishga yo‘naltirilgan investitsiyalarningiqtisodiy samaradorligi xarajat-foyda tahlili asosida ilmiy jihatdan baholangan. Tadqiqotda Sog‘liqni saqlashvazirligining 2021–2026-yillardagi moliyalashtirish ma’lumotlari, axborot tizimlari auditi natijalari hamdaraqamlashtirish jarayoniga oid ma’muriy hujjatlar asosiy axborot manbasi sifatida foydalanilgan. Tahlil natijalarisog‘liqni saqlash tizimida mavjud axborot resurslarini yagona DMED platformasi doirasida konsolidatsiyaqilish iqtisodiy samaradorlikni oshirishda muhim omil bo‘layotganini ko‘rsatadi. Xususan, platformani ichkiresurslar hisobidan ishlab chiqish orqali qariyb 58 mlrd so‘mlik ekvivalent xarajatlarning oldi olingani, alohidaaxborot tizimlari funksiyalarini yagona platformaga integratsiya qilish natijasida ishlab chiqish, litsenziyalashva texnik xizmat ko‘rsatish xarajatlarini optimallashtirish imkoniyati yaratilgani asoslab berilgan. Shuningdek,laboratoriya xizmatlari samaradorligining ortishi, hujjat aylanishi jarayonlarining soddalashuvi, takroriy tibbiytekshiruvlarning kamayishi hamda tibbiyot xodimlarini qo‘shimcha xarajatlarsiz o‘qitish imkoniyatlari raqamlitransformatsiyaning muhim operatsion afzalliklari sifatida tahlil qilingan. Tadqiqot natijalari sog‘liqni saqlashtizimini raqamlashtirishda iqtisodiy samara faqat investitsiyalar hajmiga emas, balki ularni konsolidatsiya,interoperabellik va resurslardan oqilona foydalanish tamoyillari asosida tashkil etishga ham bog‘liqliginiko‘rsatadi. Olingan ilmiy xulosalar sog‘liqni saqlash tizimida raqamli transformatsiyani strategik rejalashtirish,investitsiyalar samaradorligini baholash va amaliy tavsiyalar ishlab chiqishda muhim ahamiyat kasb etadi
