O‘Zbekistonda Yashil Loyihalarni Moliyalashtirishni Boshqaruv Samaradorligi: Holat, Muammolar Va Istiqbollar

Abstract

Ushbu maqolada O‘zbekistonda yashil loyihalarni moliyalashtirish boshqaruvining institutsional samaradorligi2019–2025-yillar kesimida tahlil qilinadi. Tadqiqotda yashil obligatsiyalar bozorining shakllanish jarayoni, davlat-xususiysheriklik (DXSh) mexanizmlari orqali qayta tiklanuvchi energiya loyihalarini moliyalashtirish hamda iqlim xarajatlariniboshqarish tizimidagi mavjud institutsional zaifliklar o‘rganilgan. Tadqiqot natijalari shuni ko‘rsatadiki, mamlakatda yashiltransformatsiyani moliyalashtirish uchun yillik investitsiya ehtiyoji kamida 6 mlrd AQSH dollarini tashkil etadi. 2023-yildachiqarilgan birinchi yashil suveren obligatsiyalar O‘zbekistonning Markaziy Osiyoda ushbu yo‘nalishdagi faol ishtirokinimustahkamladi. Shu bilan birga, iqlim xarajatlarini identifikatsiya qilish tizimi, xususiy kapitalni jalb etish mexanizmlariva idoralararo muvofiqlashtirish jarayonlarida ayrim tizimli cheklovlar saqlanib qolmoqda. Maqolada moliyalashtirishboshqaruvini takomillashtirish va xususiy investitsiyalarni rag‘batlantirishga qaratilgan amaliy tavsiyalar ishlab chiqilgan
