Abstract

Данное исследование посвящено изучению реализации международных экологических соглашенийи их эффективности в решении проблем трансграничного загрязнения посредством национальной политики иправовых механизмов. На примере Узбекистана и соседних стран Центральной Азии проведен сравнительныйанализ институциональных факторов, влияющих на экологическое управление и реализацию политики.Методология исследования основывалась на анализе национальных политических документов, статистическихматериалов и интервью с заинтересованными сторонами. На основе институциональной модели был разработан«Индекс реализации экологической политики». Результаты показали существенные различия в реализацииполитики в вопросах гармонизации законодательства, потенциала правоприменения, мониторинга и участияобщественности. Исследование подтверждает, что международные экологические соглашения способствуютукреплению регионального сотрудничества, координации политики и повышению эффективности коллективногоэкологического управления. Работа также подчеркивает значимость институционального бенчмаркинга исравнительного политического обучения для повышения экологической эффективности региона
