Карбоновые Кредиты В Аграрном Секторе Как Инструмент Развития Зелёной Экономики Узбекистана

Abstract

В данной статье исследуется роль добровольного рынка карбоновых кредитов как инструментафинансирования перехода аграрного сектора Узбекистана к модели зелёной экономики. Рассмотренытеоретические и прикладные аспекты механизмов MRV (мониторинг, отчётность и верификация), международныестандарты сертификации углеродных единиц (Verra VCS, Gold Standard), а также отраслевой потенциал шеститипов агропроектов. На основе анализа ключевых международных инициатив, сравнительного опыта странЦентральной Азии и разработанной институциональной модели выявлены основные возможности и перспективыдля Узбекистана. Предложена поэтапная дорожная карта: от подготовки нормативной базы (Фаза 0, 2,5 млн долл.США) до коммерческого масштабирования (Фаза 3, 10 млн долл. США) с общим бюджетом 21 млн долл. США.Расчётный дополнительный доход аграрного сектора оценивается в 80–300 млн долл. США ежегодно при полномвовлечении земельного фонда страны.
