Глобальная Конкуренция Моделей Регулирования Ии И Её Влияние На Промышленную Политику Развивающихся Стран

Abstract

В статье рассматривается формирование новой архитектуры глобального управления искусственныминтеллектом (ИИ) в условиях острой конкуренции между США, ЕС и Китаем. Авторы обосновывают актуальностьразработки суверенной политики ИИ для развивающихся стран, сталкивающихся с внешним нормативнымдавлением и необходимостью интеграции в глобальные цепочки стоимости. В работе используется методсравнительного анализа институциональных моделей регулирования ИИ и оценка каналов их воздействия наэкономики Центральной Азии, включая аспекты стандартизации, трансграничных данных и технологическоготрансфера. Выявлены четыре доминирующие логики управления: геоэкономическая (США), риск-ориентированная(ЕС), административно-индустриальная (Китай) и координационная (ООН). Для Узбекистана предложена гибриднаяархитектура регулирования, сочетающая европейскую классификацию рисков, американские инновационныестандарты и китайский опыт управления инфраструктурой данных. Сделан вывод о необходимости переходаУзбекистана к институциональному этапу: принятию единого рамочного закона и созданию реестра ИИ систем.Подчёркивается важность формирования региональной субъектности через «Central Asia AI Compact» дляпредотвращения фрагментации рынка и коллективного отстаивания интересов региона на международной арене
