Oʻzbekiston Respublikasida Yashil Loyihalarni Moliyalashtirish: Holat, Muammolar Va Istiqbollar

Abstract

Ushbu maqolada O‘zbekiston Respublikasida amalga oshirilayotgan davlat dasturlari doirasidagiyashil loyihalarni moliyalashtirish holati ilmiy jihatdan tahlil etilgan. International Renewable Energy Agency (IRENA),Organisation for Economic Co-operation and Development (OECD), World Bank hamda United Nations DevelopmentProgramme (UNDP)ning 2020–2023-yillardagi ma’lumotlariga ko‘ra, mamlakatda qayta tiklanuvchi energiya manbalariumumiy o‘rnatilgan quvvati 1 908 MVtdan 2 382 MVtgacha yetgan. Quyosh va shamol energiyasi ulushi esa hali rivojlanishbosqichida bo‘lib, 2021-yilda atigi 100 MVt quvvatga ega quyosh elektr stansiyasi ishga tushirilgan. 2021-yilda qariyb235 mln AQSh dollari miqdorida SDG obligatsiyalari, 2023-yilda esa taxminan 350 mln AQSh dollarlik birinchi yashilsuveren yevroobligatsiyalar chiqarilgan. Toza energiya sohasiga xususiy investitsiyalar hajmi 2023-yilda 2 mlrd AQShdollariga yetgan. Biroq qayta tiklanuvchi energiya manbalari ulushi umumiy quvvat tarkibida hali ham 14 foizni tashkiletib, tartibga solish bazasining yetarli darajada rivojlanmaganligi, kapital bozori imkoniyatlarining cheklanganligi hamdatransmissiya infratuzilmasidagi muammolar kabi tizimli to‘siqlar saqlanib qolmoqda. Tadqiqotda strategik takliflar asosidayashil moliyalashtirish mexanizmlarini takomillashtirish yo‘llari ilgari surilgan
