Abstract
Against the backdrop of deepening digital transformation, archives management is rapidlyshifting from a traditional custodial function toward an integrated governance function oriented to compliance,accountability, risk control, knowledge support, and organizational coordination. Yet many organizations stillface a persistent contradiction in practice: they emphasize systems and platforms but neglect talent governance;they stress technological investment but underinvest in job-role mechanisms; and they focus on filing outputswhile overlooking capability transformation. As a result, the authenticity, integrity, usability, and security ofdigital archives remain difficult to stabilize, and the contribution of archives work to performance improvementand organizational effectiveness is not fully realized. In response, this study systematically integrates digitalarchives governance theory, job competency research, human capital theory, talent management research,the AMO framework, and organizational performance theory. Using a conceptual modeling approach withinthe design science research paradigm, it constructs a “Collaborative Mechanism Model of Digital ArchivesGovernance and Talent Governance.” The model consists of five interconnected modules: governanceobjectives and institutional foundations, job competency identification, talent-governance mechanism design,performance evaluation and value transformation, and feedback optimization with organizational learning.The study argues that only when institutions, processes, technology, job allocation, training and development,performance evaluation, and incentive-feedback mechanisms are integrated into the same closed loop candigital archives governance capacity be transformed into efficiency gains, risk control, service optimization, andlong-term governance value at the organizational level. This study not only provides a systematic framework forcross-disciplinary research between archives management and human resource management, but also offersactionable guidance for organizations seeking to optimize archival talent governance and modernize digitalarchives governance.
