Raqamlashtirish Boshqaruv Infratuzilmasi Sifatida: O‘Zbekistonda Institutsional Islohotlar Va Korporativ Boshqaruv

Abstract

Raqamli boshqaruv islohotlari rivojlanayotgan iqtisodiyotlarda institutsional muhitni tobora ko‘proqshakllantirib bormoqda. Ushbu maqola raqamlashtirishni shaffoflikni, monitoring salohiyatini hamda firmalar va regulyatorlaro‘rtasidagi ma’muriy o‘zaro aloqalarni transformatsiya qiluvchi boshqaruv infratuzilmasi sifatida konseptualizatsiyaqiladi. O‘zbekiston misolida tadqiqot elektron hukumat platformalari, elektron soliq hisobot tizimlari va raqamli davlatxizmatlarining rivojlanishini tahlil qiladi. Institutsional nazariya va korporativ boshqaruv adabiyotlariga asoslanib, maqolaraqamli ma’muriy infratuzilma axborot mavjudligini oshirish, byurokratik diskretsiyani kamaytirish va yanada samaraliregulyator nazoratini ta’minlash orqali boshqaruv muhitini mustahkamlashini asoslaydi. O‘zbekiston bo‘yicha empirikdalillar shuni ko‘rsatadiki, raqamli hukumat tashabbuslari korporativ shaffoflikni oshirish va institutsional javobgarliknikuchaytirishga xizmat qiladi.
