Smart Universitet Konsepsiyasi Asosida Reyting Va Raqobatbardoshlikni Integral Boshqarish

Abstract

Mazkur maqola globallashuv va raqamli iqtisodiyot sharoitida oliy ta’lim muassasalari (OTM)raqobatbardoshligini oshirishda «Smart universitet» (Smart University) konsepsiyasiga asoslangan reytingga yo‘naltirilganstrategik boshqaruv mexanizmlarining nazariy-uslubiy hamda amaliy jihatlarini tadqiq etadi. Tadqiqotning dolzarbligian’anaviy boshqaruv usullarining xalqaro reytinglar (QS, THE) talablariga to‘liq javob bermasligi hamda inson kapitaliniboshqarishdagi institutsional bo‘shliqlar mavjudligi bilan izohlanadi. Tadqiqotning asosiy maqsadi – xalqaro reytingindikatorlari va milliy boshqaruv amaliyoti o‘rtasidagi nomutanosibliklarni aniqlash hamda xodimlar karyerasini boshqarishva raqamli transformatsiya orqali ularni bartaraf etishning integratsiyalashgan strategik modelini ishlab chiqishdaniborat. Metodologik asos sifatida qiyosiy-institutsional tahlil, klasterlash, iyerarxik modellashtirish hamda benchmarkingusullaridan foydalanildi. Tadqiqot natijasida universitet faoliyatini baholashning «Kirish–Jarayon–Chiqish» modeli hamdasmart komponentlarni reyting metrikalari bilan bog‘lovchi matritsa ishlab chiqildi. Olingan natijalar shuni ko‘rsatadiki,xodimlar karyerasini boshqarishning innovatsion mexanizmlarini joriy etmasdan turib, Smart universitet modeliga to‘liqo‘tish mumkin emas. Maqolada ilgari surilgan xulosalar va konseptual yondashuvlar davlat tashkilotlarida boshqaruvtizimini takomillashtirish hamda milliy oliy ta’lim tizimining global raqobatbardoshligini oshirishda muhim amaliy ahamiyatkasb etadi.
