Mahalliy Budjetlarda Transfertlarga Qaramlik Darajasini Baholash (Xorazm Viloyati Misolida)

Abstract

Ushbu maqolada Xorazm viloyati mahalliy budjeti misolida transfertlarga qaramlik darajasi empirik usullarorqali baholangan. 2020–2024 yillar davomidagi budjet ma'lumotlari asosida transfertga qaramlik indeksi (TDI), moliyaviymustaqillik koeffitsienti (MMK) hamda fiskal tafovut koʻrsatkichlari hisoblab chiqilgan. Regressiya tahlili natijalari transferthajmi va budjet xarajatlari oʻrtasida sezilarli bog‘liqlik mavjudligini koʻrsatdi (β = 0,4538; R² = 0,598). Oʻrganilgan davrdaXorazm viloyatida TDI koʻrsatkichi 25,67–51,14 foiz oralig‘ida tebranib, respublika oʻrtacha koʻrsatkichidan yuqoriboʻlgan. 2023 yil transfertlarga eng yuqori darajadagi qaramlik kuzatilgan yil sifatida ajralib turadi. Tadqiqot natijalariasosida mahalliy soliq bazasini kengaytirish, budjetlararo munosabatlarni takomillashtirish hamda fiskal desentralizatsiyajarayonlarini chuqurlashtirish boʻyicha ilmiy-amaliy tavsiyalar ishlab chiqildi.
