Ijtimoiy Himoya Qamrovini Kengaytirish Mexanizmlari Va “Qamrab Olinmagan O‘Rta Qatlam” Muammosi

Abstract

Mazkur maqolada ijtimoiy himoya tizimi qamrovini kengaytirish mexanizmlari hamda “qamrab olinmagan o‘rtaqatlam” (missing middle) muammosi ilmiy jihatdan tahlil qilingan. Tadqiqot doirasida xalqaro tashkilotlar, jumladan ISSA,Jahon banki va Xalqaro mehnat tashkiloti materiallari asosida ijtimoiy himoya tizimida qamrov bilan bog‘liq muammolarva ularni hal etishga qaratilgan institutsional yondashuvlar o‘rganilgan.Maqolada norasmiy sektorda faoliyat yurituvchi aholi qatlamlari, o‘zini o‘zi band qilgan shaxslar hamda mavsumiyishchilar ko‘plab mamlakatlarda ijtimoiy himoya tizimidan tashqarida qolayotgan asosiy guruhlar sifatida ilmiy tahlilqilingan. Shuningdek, ijtimoiy himoya qamrovini kengaytirishning bosqichma-bosqich mexanizmlari, ma’muriy islohotlarva moliyaviy instrumentlarning samaradorligi baholangan.Tadqiqot natijalari ijtimoiy himoya tizimini takomillashtirish, qamrov darajasini oshirish hamda aholining turli qatlamlariniijtimoiy himoya tizimiga keng jalb etish bo‘yicha amaliy taklif va tavsiyalar ishlab chiqish imkonini beradi
