O‘Zbekistonda Yashirin Iqtisodiyot: Baholash Metodologiyasi, Dinamikasi Va Qisqartirish Istiqbollari (1996 – 2026-Yillar Tahlili)

Abstract

Ushbu maqola O‘zbekiston Respublikasidagi yashirin iqtisodiyotning ko‘lami, uning shakllanish sabablariva makroiqtisodiy barqarorlikka ta’sirini har tomonlama tahlil qilishga bag‘ishlangan. Tadqiqot 1996-yildan 2026-yilgachabo‘lgan 30 yillik davrni qamrab oladi, bu esa mustaqillikning dastlabki yillaridagi iqtisodiy o‘tish davridan to hozirgiliberalizatsiya va raqamlashtirish islohotlarigacha bo‘lgan o‘zgarishlarni kuzatish imkonini beradi. Maqolada yashiriniqtisodiyotni baholashning bevosita va bilvosita usullari, xususan, MIMIC modeli, elektr energiyasi iste’moli usuli va naqdpulga bo‘lgan talab (Guttmann va Tanzi modellari) qiyosiy tahlil qilingan. Jahon banki, Xalqaro Valyuta Jamg‘armasi(XVJ) va O‘zbekiston Respublikasi Markaziy bankining hisobotlari, shuningdek, mahalliy olimlarning ilmiy ishlari o‘rganibchiqilgan. Tahlillar shuni ko‘rsatadiki, O‘zbekistonda yashirin iqtisodiyotning ulushi turli davrlarda YaIMning 30 foizidan50 foizigacha o‘zgarib turgan. So‘nggi yillarda soliq islohotlari, raqamlashtirish va ma’muriylashtirishni takomillashtirishnatijasida ushbu ko‘rsatkichning pasayish tendensiyasi kuzatilmoqda, ammo qishloq xo‘jaligi, qurilish va xizmat ko‘rsatishsohalarida xavf yuqoriligicha qolmoqda. Maqolada 2026-yilgacha bo‘lgan davr uchun prognozlar va yashirin iqtisodiyotniqisqartirish bo‘yicha ilmiy asoslangan tavsiyalar ishlab chiqilgan
