Digitalization, Research Capacity And Higher Education Development In Uzbekistan: An Ardl–Ecm Analysis (2000–2024)

Abstract

This study investigates the dynamic relationship between digitalization, research capacity, and the development ofhigher education in Uzbekistan over the period 2000-2024. Using annual time-series data on tertiary education enrollment,the number of researchers engaged in research and development (R&D), internet usage, and R&D expenditure, the studyexamines both short-run and long-run effects within the Autoregressive Distributed Lag (ARDL) and Error CorrectionModel (ECM) framework. Unit root test results confirm that all variables are integrated of order I(1), thereby justifying theapplication of the ARDL bounds testing approach to cointegration analysis. The empirical findings reveal the existence ofa stable long-run equilibrium relationship among higher education enrollment, digital connectivity, and research-relatedindicators. The statistically significant error correction term indicates that short-term deviations from long-run equilibriumare gradually adjusted over time. While the short-run impacts of R&D expenditure and research personnel are relativelymodest, internet penetration demonstrates a positive and economically meaningful effect on tertiary enrollment. Thishighlights the critical role of digital infrastructure in expanding access to higher education. Overall, the results suggestthat policies focused on strengthening digital connectivity and progressively enhancing research capacity can effectivelysupport the sustainable development of the higher education system in Uzbekistan
