Abstract

Mazkur maqolada kadrlar siyosati va davlat xizmatining samaradorligini baholash hamda rivojlantirishgaqaratilgan milliy modelni shakllantirish masalalari tahlil qilinadi. Davlat boshqaruvida inson kapitalining roli, kadrlarnitanlash, tayyorlash, qayta tayyorlash va rag‘batlantirish mexanizmlarining samaradorligiga ta’sir etuvchi omillar yoritiladi.Shuningdek, davlat xizmati faoliyatini baholashning zamonaviy indikatorlari, xalqaro tajriba va milliy xususiyatlarniuyg‘unlashtirish orqali barqaror va natijaga yo‘naltirilgan boshqaruv tizimini yaratish imkoniyatlari asoslab beriladi. Taklifetilgan milliy model davlat xizmatining ochiqligi, hisobdorligi va kasbiy salohiyatini oshirishga xizmat qiladi
