Abstract

Ushbu ilmiy maqola mahalliy budjetlar daromadlarini mustahkamlashda moliyaviy resurslarni boshqarishningnazariy va amaliy mexanizmlarini chuqur tahlil etadi hamda tadqiqotda mahalliy soliq va yig‘imlar bazasini kengaytirishstrategiyalari, markaziy budjetdan ajratiladigan transferlar va subventsiyalar tizimi, gorizontal tenglashtirish instrumentlari,shuningdek, budjet daromadlarini monitoring qilish va nazorat qilishning zamonaviy usullari o‘rganiladi. O‘zbekistonRespublikasida fiskal desentralizatsiya jarayonlarining hozirgi holati mahalliy hokimiyat organlarining moliyaviymustaqilligini oshirishda qo‘llanilayotgan mexanizmlar va 2025-yilgi budjet islohotlarining samaradorligi natijalari vamaqolada soliq undirishni raqamlashtirish, mahalliy obligatsiyalar chiqarish imkoniyatlari, interfaol budjet portallariorqali shaffoflikni ta'minlash kabi innovatsion yondashuvlar tahlil qilinadi. Maqolada mavjud muammolarga real statistikma'lumotlar asosida baho berilgan bo‘lib, kelajakdagi islohotlar yo‘nalishlari bo‘yicha aniq tavsiyalar keltirilgan. Tadqiqotnatijalari davlat boshqaruvi, mahalliy hokimiyat organlari va ilmiy doiralar faoliyati uchun metodik qo‘llanma sifatidafoydalanish mumkin.
