O‘Zbekistonda G‘Aznachilik Tizimini Raqamlashtirish Orqali Davlat Moliyasi Boshqaruvining Samaradorligini Oshirish Yo‘Nalishlari

Abstract

Ushbu tezisda O‘zbekiston Respublikasida g‘aznachilik tizimini raqamlashtirish orqali davlat moliyasiniboshqarish samaradorligini oshirish masalalari tahlil qilinadi. Tadqiqotda “Raqamli O‘zbekiston – 2030” strategiyasidoirasida amalga oshirilayotgan moliyaviy islohotlar, “Smart Treasury” tizimi va “Elektron byudjet” platformasining davlatbyudjeti ijrosiga ta’siri chuqur o‘rganilgan. Raqamli texnologiyalarni joriy etish natijasida fiskal intizom kuchaygani,byudjet mablag‘larining shaffofligi oshgani, audit xatoliklari kamaygani hamda jamoatchilik nazoratining kengayganiisbotlab berilgan. Xalqaro tajribalar asosida O‘zbekiston sharoitida raqamlashtirilgan g‘aznachilik tizimining moliyaviysamaradorlikni 30–40% oshirishi mumkinligi ilmiy asosda ko‘rsatib o‘tilgan. Tadqiqot natijalariga ko‘ra, davlat moliyasidasun’iy intellekt, Big Data va blockchain texnologiyalarini qo‘llash kelgusida fiskal boshqaruv sifatini tubdan o‘zgartirishimumkinligi xulosasi berilgan.
