Oliy ta’limda davlat-xususiy sheriklik: moliyalashtirish modelini modernizatsiya qilish yo‘nalishlari

Abstract

Oliy ta’lim tizimida davlat-xususiy sheriklik (DXSh) mexanizmlarini rivojlantirish O‘zbekistonning ijtimoiyiqtisodiymodernizatsiya jarayonida strategik ahamiyat kasb etadi. DXSh orqali moliyalashtirish modeli oliy ta’limmuassasalarining infratuzilmasini modernizatsiya qilish, innovatsion texnologiyalarni joriy etish hamda ta’lim sifatinioshirish imkonini beradi. Prezident farmonlari va qarorlarida oliy ta’limning moliyaviy barqarorligini ta’minlash, xususiysektor ishtirokini kengaytirish va investitsiya muhitini yaxshilash ustuvor vazifa etib belgilangan. Ushbu maqolada DXShasosida moliyalashtirishning amaldagi holati, xalqaro tajriba, mavjud muammolar va ularni bartaraf etish yo‘llari tahlilqilingan. Tadqiqot metodologiyasida iqtisodiy-statistik tahlil, normativ-huquqiy bazani o‘rganish va qiyosiy tahlil usullariqo‘llanildi. Natijalar DXSh loyihalari samaradorligini oshirish va oliy ta’lim moliyalashtirish tizimini modernizatsiya qilishbo‘yicha aniq takliflarni ishlab chiqishga xizmat qiladi.
