Oliy ta‘lim muassasalarida moliyaviy mustaqillikning kutilayotgan istiqbollari va hozirgi natijalari

Abstract

Ushbu maqola O‘zbekiston oliy ta’lim muassasalarida moliyaviy mustaqillikning joriy etilishi, uning hozirginatijalari va kelajakdagi istiqbollarini o‘rganadi. O‘zbekiston Respublikasi Prezidentining 2021-yil 24-dekabrda qabulqilingan PQ–61-son qarori asosida 40 ta davlat oliy ta’lim muassasasiga moliyaviy mustaqillik berildi. Bu ularga o‘zdaromad va chiqimlarini mustaqil boshqarish, daromad manbalarini diversifikatsiya qilish hamda moddiy-texnik bazanimustahkamlash imkonini yaratdi. Gruziya tajribasi esa shaffof moliyalashtirish mexanizmlari va davlat tomonidantenglashtiruvchi yordam orqali xavflarni minimallashtirish mumkinligini ko‘rsatadi.Maqolada kelajakda moliyaviy mustaqillik berilgan O‘zbekiston oliy ta’lim muassasalari xalqaro raqobatbardoshlikka olibchiqilishi, innovatsiyalar rivojlanishi va xorijiy hamkorlik kengayishi mumkinligi ta’kidlanadi. Shu bilan birga, bu jarayondadavlat tomonidan qo‘shimcha qo‘llab-quvvatlash hamda nazorat mexanizmlarini mustahkamlab borish zarurligi qaydetiladi.
