Abstract

Ushbu maqolada Yaponiya davlat xizmati tizimining asosiy tarkibiy qismlari, kadrlar boshqaruvi, ishga qabulqilish jarayonlari va xizmatchilarni baholash mexanizmlari tahlil qilinadi. Tahlil natijalariga ko‘ra, Yaponiya davlat xizmatidameritorik tanlov, adolat tamoyillariga asoslangan ishga qabul qilish, kadrlar tayyorlash va malaka oshirish tizimlari samaralitashkil etilgani aniqlanadi. Bundan tashqari, maqolada Yaponiya tajribasi asosida davlat xizmatini rivojlantirishda samaraliboshqaruv va inson kapitalini rivojlantirishning ahamiyati qayd etiladi. Tadqiqotda qiyosiy-huquqiy va institutsional tahlilusullari qo‘llanilgan
