O‘zbekiston va markaziy osiyo davlatlari budjet siyosatining qiyosiy tahlili

Abstract

Ushbu maqolada O‘zbekiston va Markaziy Osiyo davlatlari (Qozog‘iston, Qirg‘iziston, Tojikiston,Turkmaniston) budjet siyosatining qiyosiy tahlili taqdim etilgan. Tadqiqot doirasida mazkur davlatlarning budjet daromadlariva xarajatlarining tuzilmasi, davlat qarzining dinamikasi, fiskal intizom darajasi hamda budjet siyosatining iqtisodiyo‘sishga ko‘rsatgan ta’siri o‘rganildi. Tahlil davomida fiskal barqarorlikni ta’minlash yo‘lida olib borilayotgan islohotlar,byudjet ochiqligi indeksi va moliyaviy boshqaruv tizimini raqamlashtirish jarayonlari solishtirildi. Metodologik yondashuvsifatida qiyosiy tahlil, statistik ma’lumotlar tahlili va huquqiy hujjatlarni o‘rganish usullari qo‘llanildi. Natijalarga ko‘ra, fiskalbarqarorlik va budjet siyosati samaradorligida davlatlar o‘rtasida sezilarli tafovutlar mavjud bo‘lib, O‘zbekiston fiskalislohotlar jadal amalga oshirilayotgan yetakchi davlatlardan biri sifatida ajralib turadi. Maqolada ushbu davlatlar tajribasiasosida fiskal boshqaruv samaradorligini oshirish bo‘yicha tavsiyalar keltirilgan
