Abstract

Настоящая статья раскрывает потенциал механизмов смешанного финансирования (blendedfinance) как эффективного инструмента повышения инвестиционной привлекательности коммунальныхуслуг в развивающихся странах. Ограниченный объём финансирования критически важной инфраструктурырассматривается не как препятствие, а как фактор, требующий оптимизации финансовых подходов дляобеспечения устойчивого развития. В рамках исследования анализируются механизмы, посредством которыхсмешанное финансирование способствует снижению рисков для частных инвесторов, расширению доступак капиталу и ускорению реализации инфраструктурных проектов в секторах водоснабжения, канализации,энергетики и обращения с отходами. Особое внимание уделяется идентификации успешных моделей, обобщениюполученного опыта и адаптации лучших международных практик. Результаты исследования направлены наформирование практических рекомендаций для правительственных структур, международных финансовыхинститутов и частных инвесторов по эффективному использованию инструментов смешанного финансированиядля достижения целей устойчивого развития
