Xorij Mamlakatlarining Iqtisodiyotni Uglerodsizlashtirish Strategiyalari: O‘Zbekiston Uchun Takliflar

Abstract

Mazkur maqola O‘zbekiston iqtisodiyotini uglerodsizlantirish jarayonidagi dolzarb masalalarni tahlil qiladihamda ilg‘or xorijiy tajriba asosida amaliy takliflar ishlab chiqadi. Tadqiqotda mamlakatning yuqori uglerod intensivligi,tabiiy gazga nisbatan qaramligi, qazib olinadigan yoqilg‘ilarni subsidiyalashning davomiyligi va uglerod solig‘imexanizmining mavjud emasligi kabi asosiy to‘siqlar o‘rganiladi. Shuningdek, rivojlangan davlatlar qo‘llayotgan samaralistrategiyalar tizimli tahlil qilinib, ularning barqaror moliyaviy vositalarga – uglerod narxlash tizimi, yashil obligatsiyalar vaemissiya savdo mexanizmlariga tayanganligi aniqlanadi. O‘zbekiston uchun energiya subsidiyalarini bosqichma-bosqichisloh qilish, qayta tiklanadigan energiya bozorini soliq rag‘batlari orqali kengaytirish, dastlab uglerod birliklari savdosini,keyinchalik esa uglerod solig‘ini joriy etish orqali moliyaviy asoslangan milliy strategiyani shakllantirish zarurligi asoslabberiladi.
