Hududlar Ehtiyojiga Mos Formula Asosida Ijtimoiy Himoya Mablag‘Larini Taqsimlashning Obyektiv Zarurati

Abstract

Maqolada hududlarda ijtimoiy himoya sohasini moliyalashtirishda yagona teng taqsimotdan ehtiyojgaasoslangan formula modellariga o‘tishning ob’yektiv zarurati asoslanadi. 2021–2024-yillarda kambag‘allik, ishsizlik, aholijon boshiga daromad va ijtimoiy to‘lovlar qamrovi bo‘yicha hududiy tafovutlar tahlil qilindi. Rasmiy statistika va normativhujjatlar asosida mavjud taqsimotning cheklovlari ko‘rsatildi. Soddalashtirilgan panel regressiya natijalari ishsizlikdarajasi bilan kambag‘allik o‘rtasida musbat va statistik ahamiyatli bog‘liqlikni ko‘rsatdi, bu esa ehtiyoj indikatorlariniformula tarkibiga kiritishni qo‘llab-quvvatlaydi. Xorij tajribasi tahlili formula asosida transfertlar shaffoflikni oshirish, siyosiyixtiyoriylikni cheklash va hududlararo tenglashtirishni kuchaytirishini tasdiqlaydi.
