Abstract

Pul aylanishini tashkil qilish va boshqarish iqtisodiyotning muhim jihatlaridan biri bo‘lib, unda xorij tajribasidanfoydalanish O‘zbekiston uchun foydali imkoniyatlar yaratishi mumkin. Rivojlangan mamlakatlar tajribasi (AQSH, YevropaIttifoqi) shuni ko‘rsatadiki, bu mamlakatlarda pul aylanishi markaziy banklar (masalan, Federal zaxira tizimi yokiYevropa Markaziy Banki) tomonidan qat’iy nazorat qilinadi. Pul massasini boshqarish uchun foiz stavkalari, ochiq bozoroperatsiyalari va bank zaxiralari talablari kabi vositalardan foydalaniladi. Elektron to‘lov tizimlari va raqamli valyutalar(masalan, SWIFT, PayPal) keng rivojlangan bo‘lib, naqd pulsiz operatsiyalarni rag‘batlantiradi. Bu pul aylanishiningshaffofligini oshiradi va iqtisodiy samaradorlikni yaxshilaydi.O‘zbekistonda pul aylanishi Markaziy bank tomonidan boshqariladi. So‘nggi yillarda naqd pul muomalasidan elektronto‘lovlarga o‘tish tendensiyasi kuchaymoqda (masalan, HUMO, UzCard tizimlari). 2020-yildan boshlab elektron pullartizimi joriy etildi va hozirda foydalanuvchilar soni 5 milliondan oshdi. Bu naqd pulsiz iqtisodiyotga o‘tishda muhim qadamdir.Biroq, pul massasini boshqarishda inflyatsiya nazorati, valyuta kursi barqarorligi va bank tizimining samaradorligi kabimuammolar mavjud.Ushbu maqolada pul aylanmasi mexanizmlarini takomillashtirish bilan bog‘liq dolzarb muammolar aniqlanadi va ularni haletishga qaratilgan ilmiy takliflar ishlab chiqiladi.
