Abstract

Ushbu maqolada davlat ijtimoiy ahamiyatga ega loyihalarni — milliy iqtisodiyotning strategik muhimtarmoqlaridan tortib, milliy miqyosda xizmatlar ko‘rsatish yoki kichikroq mintaqaviy birlashmalarga xizmat ko‘rsatish uchunzarur bo‘lgan holatlarda, o‘zining moliyalashtirish manbalari yetarli bo‘lmaganda — biznes tuzilmalarini ushbu loyihalargajalb qilishi hamda davlat va xususiy sheriklar o‘rtasidagi o‘zaro hamkorlik masalasining tobora dolzarb bo‘lib borayotganiyoritiladi. O‘zbekistonda bozor munosabatlariga o‘tishning ilk davridan boshlab aholini oldindan ijtimoiy himoyalashbo‘yicha zarur chora-tadbirlar amalga oshirib borildi. Shu maqsadda miqdori muntazam o‘zgartirilib turilgan ish haqi,pensiyalar, stipendiyalar, turli nafaqalar, kompensatsiya to‘lovlari, imtiyozlar hamda turli subsidiya va subvensiyalar,qulayliklar tarzidagi to‘lovlarni joriy etish usuli keng qo‘llanildi.Rivojlangan mamlakatlar tajribasi shundan dalolat beradiki, bugungi kunda nomoddiy ishlab chiqarish sohasigayo‘naltirilayotgan investitsiyalar o‘z samarasini bermoqda. Bu — mamlakatning ijtimoiy sohani rivojlantirish uchunajratayotgan kapital qo‘yilmalari hisoblanadi. Mamlakatda kadrlar tayyorlash, ilmiy tadqiqot va ta’lim sohasiga qilinadiganxarajatlarning yil sayin oshib borishi intellektual potensialning ishlab chiqarishdagi eng muhim omilga aylanganidandalolat beradi.
