Abstract

Soʻnggi yillarda elektron davlat xizmatlariga boʻlgan talabning ortishi koʻplab mamlakatlarda elektronhukumatning mavjud kamchiliklarini ochib berdi. Maqolada elektron hukumat nazariyasining amaliyot bilan chambarchasuygʻun emasligi ta’kidlanadi, bu esa jiddiy xatolar va moliyaviy yoʻqotishlarga sabab boʻlishi mumkin. Elektron hukumatningasosiy kamchiliklaridan biri eskirgan tashkiliy tuzilmalar va boshqaruv jarayonlarining yangi raqamli formatlargamoslashtirilishida kuzatiladi, bu esa davlat boshqaruvi islohotlarining samaradorligiga salbiy ta’sir koʻrsatadi. Maqolaningasosiy maqsadi — davlat boshqaruvini yangi bosqichga olib chiquvchi “Aqlli hukumat” paradigmasining ahamiyati vaunga oʻtish zarurligini asoslab berishdir. Aqlli hukumatning asosiy afzalligi ma’lumotlarga asoslangan yondashuv boʻlib, buelektron hukumatning biznes jarayonlari va vazifalar taqsimotidan farqli ravishda samaradorlikka xizmat qiladi.
