Анализ Процесса Совершенствования Управленческих Компетенций Государственных Гражданских Служащих: Вызовы, Стратегические Реформы И Международный Опыт

Abstract

Статья анализирует вопросы развития управленческих компетенций государственных гражданских служащих Узбекистана и предлагает пути их совершенствования с опорой на международный опыт. Особое внимание уделено реформам, включая создание Центра оценки руководящих кадров, а также барьерам, таким как недостаточная мотивация, ограниченное участие частного сектора и отсутствие системного подхода к обучению. Использованы методы социологического опроса, количественного и сравнительного анализа, а также экспертной оценки, с примерами из практики Германии, Великобритании, США и Японии. На основе исследования предложены рекомендации для устойчивого развития кадрового потенциала.
