Oʻzbekistonda “yashil” moliyalashtirish: “yashil” obligasiyalarni joriy etishdagi imkoniyatlar va muammolar

Abstract

Ushbu maqolada Oʻzbekistonning “yashil” oʻtish davrini moliyalashtirishda “yashil” obligasiyalarining ehtimoliy roli, “yashil” obligasiyalar chiqarish uchun afzal sektorlar hamda potensial emitentlar duch kelishi mumkin boʻlgan toʻsiqlar tahlil qilingan. Suveren boʻlmagan emitentlar — mahalliy hokimiyat organlari va korporativ sub'ektlar — mamlakatdagi me'yoriy talablar hamda bilim va tajriba etishmovchiligi sababli qiyinchiliklarga duch kelishmoqda. Shunga qaramay, ushbu emitentlarning “yashil” loyihalarini moliyalashtirish uchun bu instrumentdan foydalanish imkoniyatlari keng. “yashil” sukuklar kabi instrumentlar, ya'ni foizsiz daromad keltiradigan islomiy moliyalashtirish vositalari ham, agar islomiy moliyalashtirish uchun zarur me'yoriy toʻsiqlar bartaraf etilsa, ichki talabni mobilizasiya qilishda samarali vosita boʻlishi mumkin. Energetika sektori, ayniqsa, qayta tiklanuvchi energiya manbalarini rivojlantirish, “yashil” obligasiyalar chiqarish uchun katta imkoniyatga ega sektor hisoblanadi, shu bilan birga, qishloq xoʻjaligi, transport, uy-joy va suv resurslarini boshqarish sohalari ham bu faoliyatdan manfaat koʻrishi mumkin.
