Abstract

Ижтимоий ҳимоя тизимининг энг асосий устувор жиҳатларидан бири – бу ижтимоий ҳимояга муҳтожаҳоли қатламининг ижтимоий хавфсизлигини ҳар томонлама таъминлашдир. Ижтимоий хавфсизликдеганда давлат томонидан ҳимояланишга муҳтож бўлган аҳоли қатламларининг жамиятда ўз ҳуқуқва манфаатларига эга бўлиши, ҳар қандай вазиятда давлат томонидан уларга ғамхўрлик қилинишикабилар тушунилади. Бошқача қилиб айтганда ижтимоий ҳимояга муҳтож аҳоли давлатнинг мустаҳкамва барқарор ҳимояси остида бўлиши улар учун ижтимоий хавфсизликнинг тақдим этилишини англатади.Ижтимоий ҳимоя тизимининг энг нозик қатламларидан бири бўлган ногиронлиги бор шахслар давлаттомонидан айнан ана шундай ижтимоий хавфсизлик билан кафолатланиши муҳим аҳамият касб этади.
