Abstract
The mitigation of localized inundation and seasonal flooding in geographically vulnerable zones, such as the Batu Ampar District within the Tanah Laut Regency, relies heavily on the strategic development of rural drainage infrastructure. Despite the progressive execution of drainage civil works across numerous villages in this region, stormwater accumulation remains a persistent issue during peak precipitation periods. Investigative insights reveal that a significant portion of these newly constructed channels fail to operate at peak hydraulic capacity, suffer from severe connectivity gaps, and have subsequently triggered widespread public dissatisfaction. This systemic problem underscores a critical infrastructure paradigm: the ultimate efficacy of rural drainage networks cannot be measured solely by the completion of physical assets, but must instead be evaluated through their alignment with localized communal requirements and the rigorous quality control of field execution. Consequently, this inquiry was initiated to rigorously scrutinize public perceptions regarding the execution performance of these rural drainage projects, with the ultimate goal of structuring actionable strategic recommendations balanced against civic priorities and user satisfaction metrics. To achieve this empirical objective, the research design adopted a comprehensive, descriptive quantitative framework, reinforcing its dataset through structured community questionnaires, extensive on-site physical inspections, and qualitative exploratory interviews. Macro-level public sentiment was statistically processed utilizing the Customer Satisfaction Index (CSI) model, while specific operational vulnerabilities were isolated and mapped using the Importance-Performance Analysis (IPA) matrix to categorize urgent technical priorities. The empirical outputs demonstrate a stark disparity where critical parameters highly valued by the local populace exhibit deficient field performance; specifically regarding core hydraulic functionality, structural connectivity, construction supervision, and institutional responsiveness to community grievances. While the aggregated CSI score places public sentiment within the "fairly satisfied" bracket, the margin for operational failure remains high. Driven by the IPA matrix diagnostics, immediate interventions must prioritize the rehabilitation of channel flow efficiency, the intensification of engineering oversight during the construction phases, the institutionalization of participatory community coordination, and the establishment of a highly responsive, long-term maintenance and grievance framework. Ultimately, these insights confirm that upgrading rural infrastructure resilience demands a dual approach that synthesizes rigorous technical engineering with robust participatory planning to genuinely fulfill grassroots community needs.
