Abstract

Food security is a strategic issue for Indonesia amid declining agricultural land and increasing climate change pressures. One promising alternative is the utilization of coastal lands through community empowerment approaches. This study employed a systematic literature review using the PRISMA framework to analyze 176 Scopus-indexed publications from 2015 to 2025 addressing food security, community empowerment, and coastal area management. The bibliometric analysis conducted with Publish or Perish and VOSviewer revealed eight thematic clusters focusing on environmental impacts, soil salinization, management strategies, community adaptation, and food resilience. Findings indicate growing academic attention toward adaptive governance and socio-ecological integration. Major challenges include salinity intrusion, coastal abrasion, land tenure uncertainty, and weak institutional coordination. The study highlights the relevance of Integrated Coastal Zone Management (ICZM) and multi-stakeholder collaboration among government, communities, and private sectors to establish resilient and sustainable coastal food systems. Ultimately, empowering coastal communities serves as the cornerstone for achieving equitable and climate-resilient food security in Indonesia
