Transition of Vietnam’s water governance towards sustainability

Abstract

This study examines the transition of Vietnam’s water governance towards sustainability with reference to the Law on Water Resources in 1998, 2012, and 2023. Attention is placed on institutional rearrangements to achieve integrated water resources management. Various laws and regulations in the water sector have helped provide water for development, including the 1998 law. Diverse demands for water since 2000 have necessitated new water management frameworks focusing on sustainability, which was reflected in the 2012 law. The 2023 law underscores the country’s path to IWRM. Careful tuning will be necessary to reach the goal.
