Exploring norm uncertainty: a perspective on predicting individuals’ behaviors in environmental conflict

Abstract

This study investigates the dynamics of uncertainty within norms and its impact on individual behaviors within social contexts. While norms are critical in shaping behaviors, individuals often face challenges in understanding what norms are and how they evolve within society. Existing research on environmental norms and behavioral choices typically assumes that norms have clear boundaries; however, individuals may experience uncertainty in discerning them, as these norms are ontologically indeterminate by nature. Recognizing the cognitive limitations of individuals, this study proposes a conceptual framework named ‘Norm Uncertainty Model’ to emphasize the significance of acknowledging and accommodating uncertainty within norms when predicting and analyzing behaviors. As a practical application of the model, an environmental conflict case in South Korea is analyzed. Through this analysis, we provide a nuanced perspective on the interplay between norms and individual behaviors, particularly in the context of navigating norms within environmental conflicts.
