Digital trade rules and Asia-Pacific regional GVC trade in services: analysis from the perspective of regional trade agreements

Abstract

With the increasing servicification and digital transformation of global value chains (GVCs), the establishment of digital trade regulations has emerged as a pivotal factor shaping the regional GVC trade in services. This study explores the impact and mechanism of digital trade rules within regional trade agreements (RTAs) on Asia-Pacific Regional GVC trade in services. Using data from the TAPED and OECD-TiVA databases spanning 2000 to 2018, we develop measurements for the depth and scope of digital trade rules embedded in RTAs, finding both dimensions significantly boosted regional GVC trade in services. Further analysis reveals that GVC trade in service sectors is more sensitive to digital trade rules than GVC-related services in manufacturing sectors. These findings emphasize the significance of deepening digital trade regulations in the Asia-Pacific region.
