Abstract

Kasza A. Two ends of a stick? Regional strategic planning and operational programming in Poland in the context of European Union membership, Regional Studies. The article focuses on the relationship between the strategic planning and operational programming in the Polish regional development policy in the period before the accession to the European Union (EU), and in the first years of the EU membership. Specifically, it offers an analysis of the configuration of legal acts and programming documents, which establish the formal framework for the regional development policy. It is demonstrated that the programme framework of the Polish regional policy has been marked by a split between strategic and operational planning and the construction of framework operational programmes, with possible hindering effects for regional development. Im Mittelpunkt dieses Artikels steht die Beziehung zwischen der strategischen Planung und der betrieblichen Programmierung in der polnischen Regionalentwicklungspolitik im Zeitraum vor dem Beitritt zur Europaischen Union und in den ersten Jahren der EU-Mitgliedschaft. Insbesondere wird die Konfiguration der Gesetze und Programmdokumente analysiert, die den formellen Rahmen fur die Regionalentwicklungspolitik festlegen. Es wird nachgewiesen, dass der programmatische Rahmen der polnischen Regionalpolitik von einer Kluft zwischen der strategischen und betrieblichen Planung sowie von der Entwicklung betrieblicher Rahmenprogramme gepragt ist, was sich auf die Regionalentwicklung hinderlich auswirken konnte. En concreto ofrecemos un analisis de la configuracion de las actas legales y los documentos de programacion que establecen la estructura formal para la politica de desarrollo regional. Se ha demostrado que la estructura programatica de la politica regional en Polonia ha estado marcada por una division entre la planificacion estrategica y operativa y la construccion de programas operativos estructurales con posibles efectos obstaculizadores para el desarrollo regional.
