Abstract

Hall P. Opportunities for democracy in cross-border regions? Lessons from the Øresund Region, Regional Studies . This article critically assesses the democratic character of cross-border regions within the European Union. Cross-border cooperation could be an experimental field for the project of making the Union more democratic through transnational partnerships, especially since large parts of cross-border policy formation are done by the local and regional authorities. The article analyses the democratic state of the Øresund Region around the Sound between Sweden and Denmark. The study demonstrates that, rather than bringing spearhead ideas of democratic organization, cross-border cooperation in the Øresund Region tends to perpetuate the problem of citizen participation within the Union. The Øresund project - and comparative evidence suggests the same pattern in other cross-border cooperations within the EU - is characterized by a relatively closed network of public agencies, chaired by a few leading politicians and senior public officials. Their strategies of regional integration emphasize individual consumption instead of public participation, and their formal representative position is unsettled. Hall P. Eine grenz�berschreitende Zusammenarbeit k�nnte ein Experimentierfeld f�r das Projekt bilden, die Europ�ische Union durch transnationale Partnerschaften demokratischer zu gestalten, zumal große Teile der grenz�bergreifenden politischen Entscheidungen von lokalen und regionalen Regierungen getroffen werden. In diesem Artikel wird der Demokratiestand der Öresund-Region am Sund zwischen Schweden und D�nemark analysiert. Die Studie liefert den Nachweis, dass die grenz�berschreitende Zusammenarbeit in der Öresund-Region nicht etwa Pionierideen der demokratischen Organisation f�rdert, sondern vielmehr oft die Probleme der B�rgerbeteiligung in der Union fortschreibt. Das Öresund-Projekt zeichnet sich durch ein relativ geschlossenes Beh�rdennetzwerk aus, in dem einige f�hrende Politiker und leitende Beamte den Vorsitz f�hren - und die Vergleichsdaten lassen darauf schließen, dass in anderen EU-Regionen mit grenz�berschreitender Zusammenarbeit dasselbe Muster herrscht. In den Strategien des Öresund-Projekts wird mehr Wert auf individuellen Konsum gelegt als auf �ffentliche Beteiligung, und ihre formelle repr�sentative Position ist ungekl�rt. En este art�culo se evalúa desde un punto de vista cr�tico el car�cter democr�tico de las regiones transfronterizas en la Uni�n Europea. La cooperaci�n transnacional podr�a ser un campo experimental para el proyecto de conseguir que la Uni�n sea m�s democr�tica con las sociedades transnacionales, teniendo en cuenta que amplios sectores de la formaci�n de la pol�tica transfronteriza es llevada a cabo por autoridades locales y regionales. En este art�culo analizo el estado democr�tico de la regi�n de Øresund alrededor del estrecho entre Suecia y Dinamarca. En este estudio demuestro que, m�s que aportar ideas vanguardistas sobre la organizaci�n democr�tica, la cooperaci�n transfronteriza en la regi�n de Øresund tiende a perpetuar el problema de la participaci�n ciudadana en la Uni�n Europea. El proyecto Øresund -y la evidencia comparativa indica el mismo modelo en otras cooperaciones transfronterizas en la UE- se caracteriza por un red relativamente estrecha de los organismos públicos, presididos por unos pocos l�deres pol�ticos y altos representantes del sector público. Sus estrategias en cuanto a la integraci�n regional recalcan el consumo individual en vez de la participaci�n pública y su posici�n formal de representaci�n no es estable.
