Abstract

LAWTON SMITH H. (1997) Regulatory change and skill transfer: the case of national laboratories in the UK, France and Belgium, Reg. Studies 31, 41-54. This paper examines a special case of regulatory change and its impact on the demand for and the supply of scientific labour skills. It explores the relationship between government policy on the position of national laboratories in the UK, France and Belgium and the supply of different kinds of skill transfer. It argues that the UK is failing in its response to the problem of how to increase flexibility and mobility in scientific human resources into and out of national laboratories. In contrast to Belgium and France, the UK system is inhibiting renewal in both research and human resources in science, and missing out on opportunities to stimulate local economic development. Il approfondit la politique gouvernementale a propos de la situation des laboratoires publiques au Royaume-Uni, en France et en Belgique par rapport a l'offre de divers types de transfert de competences. On laisse supposer que le Royaume-Uni faillit repondre au probleme de comment accroitre la flexibilite et la mobilite des ressources humaines scientifiques a destination et en provenance des laboratoires publiques. A l'encontre de la Belgique et de la France, le systeme en vigueur au RoyaumeUni empeche le renouveau de la recherche et des ressources humaines scientifiques, et ne profite pas des possibilites d'inciter au developpement economique local. Studies 31, 41-54. Dieser Aufsatz untersucht einern besonderen Fall der Veranderung von Bestimmungen und ihre Auswirkung auf Angebot und Nachfrage wissenschaftlicher Mitarbeiter. Er untersucht die Beziehung zwischen der Regierungspolitik auf die Stellung staatlicher Labors im Vereinigten Konigreich, Frankreich und Belgien und verschiedenen Arten beruflich erfahrener Mitarbeiter, die zur Versetzung zur Verfugung stehen. Es wird die Behauptung aufgestellt, dass das Vereinigte Konigreich in seiner Reaktion auf das Problem versagt, wie Flexibilitat und Beweglichkeit wissenschaftlicher Mitarbeiterreserven in und aus staatlichen Laboratorien zu fordern seien. Im Gegensatz zu Belgien und Frankreich hemmt das britische System Erneuerung in den Naturwissenschaften sowohl in der Forschung wie in seinen Mitarbeiterreserven, und lasst sich Gelegenheiten entgehen, die ortliche Wirtschaftsentwicklung zu beleben.
