Abstract

This article discusses the integration of technoethics and hacker ethics in regulating cyber activities within the ‘hybrid’ digital world, where technology and society continuously evolve. As traditional ethical frameworks struggle to address modern challenges, technoethics emerges as a guiding philosophy, emphasising transparency, accountability and societal benefit. Hacking is presented as both a disruptive force and a driver of innovation, necessitating nuanced regulation to differentiate ethical hacking from cybercrime. The article advocates for adaptable laws that recognise the value of ethical hacking, proposing ‘safe harbour’ provisions to encourage responsible cybersecurity practices. This approach aims to foster collaboration among policymakers, hackers and society, building an ethical digital environment that balances innovation with security.
