A palette of management dimensions? Examining organizational variation among private providers in Swedish eldercare

Abstract

Scandinavian politicians and regulators have launched several reforms to attract a variety of organizations as private providers in the public sector. However, these reforms fell short of creating variation in Swedish eldercare throughout the 2000s and 2010s, because most private providers operated as for-profit actors. Profit as a core purpose is an important management dimension affecting how private providers of eldercare services operate, but other important dimensions, such as business types and external funding sources, have not received much attention. The authors studied organizational variation among private providers of residential care services in Sweden during 2024, expressed across three management dimensions. Most private providers were found to operate as publicly traded companies conducting for-profit activities while utilizing commercial loans. These results advance a comprehensive description of key management dimensions that will inform politicians and regulators wishing to create variation among private providers in the public sector.
