Public sector reform in Northern Ireland: policy copying or a distinctive model of public sector modernization?

Abstract

This article examines the range of reforms and structural changes in Northern Ireland since the restoration of devolution in 1999, together with the principles put forward in accompanying rationales. Comparisons are made with England, Scotland and Wales to explain the factors driving Northern Ireland's pattern of public sector reform. There has been a tendency to focus on the practical, and controversial issues have been avoided. Elements of the streamlining model which Northern Ireland has adopted could now have a wider appeal as a response to cuts in public spending through reducing and simplifying the number of public bodies.
