Relationships, Accountability and Responsibility in the National Offender Management Service

Abstract

Questions of relationships, accountability and responsibility received little attention in the original proposals for the National Offender Management Service (NOMS). They now need to be examined, and some awkward and complex issues need to be resolved, before legislation is introduced. This article considers some of those issues, and the factors on which the success of NO MS is likely to depend.
